Kim Jong Un seems like just another such bully, having tested his ability to deliver nuclear payloads and intercontinental ballistic missile. It does often seem that only the threat of what other nations would do to him is the only thing that keeps him from launching a strike (which seems to be a way of life for bullies. They only like to start fights when they KNOW that they can win.)
